Programs & Councils
Two halves. Programs — Digital States and Digital Communities (Digital Cities,
Digital Counties) — are always CDG and track the CIOs, CISOs and deputies of the 50 states and the
50 largest cities and counties. Councils are structured programs on a topic — AI,
Cybersecurity, Future of Data, Government Efficiency, City Managers, HHS 2030, Higher-Ed and K-12 —
under CDG or CDE, with public-sector members who stay until something changes and private-sector
members who hold a seat for one year from contract.

membership entails and which deliverables recur. Every deliverable is cyclical: a date that
has passed is assumed to recur within the next year, and a slot nothing is booked in yet is shown at

Public and private, two systems of record. Public-sector members are people and
are maintained here — seeded once from the SharePoint lists and resolved to their Navigator
jurisdiction for population, employees, budget and IT budget. Private-sector members are accounts and
come from the booked lines: one year from contract (flight dates where Salesforce has them).

with no file is a gap, never a zero; a list that only recorded registration leaves

member list and attendance / RSVP spreadsheet in the SharePoint council folders,
every attendee list on the Salesforce Event records, and every proposal public link.
Links open SharePoint or Salesforce in a new tab — your own login applies. Rebuild the catalogue with

deliverables that have occurred since its membership started, the public-sector members (Navigator
enrichment included, contact details excluded) and each member's attendance — on screen and as an
Excel workbook.

Public sector only. Prospecting reads the contact-behaviour index — the same
artifact behind Audience → Behaviour — through a per-council profile (the government branches it
serves and the titles of the seat it convenes) and ranks candidates by the behaviour they already
show, excluding current members. Management flags existing members who need special handling:
consecutive misses, never attended, cooling behaviour, no email, unresolved jurisdiction.
