Salesforce carries no sponsorship revenue target on it. Event Operations gates on a
target above zero, so this book is invisible there — not excluded by brand, just
filtered out by a revenue test it was never meant to pass.

Shared members, and what sharing means. A raw shared count favours
the two biggest councils by construction, so each pair also carries
containment — the overlap as a share of the smaller council. A pair
at 100% containment means one council's members are wholly inside the other's, which
is a very different fact from "they share three logos".
